Take your time and write a sincere review for every movie you wish to critique. Make sure your review is relative to the submission. Reviews that are found to offer no benefit to the author maybe deleted.

If the review was nothing but that, then most certainly. A review is supposed to explain what was good and bad about the submission and offer advice on how the author could have improved it. So if you see a negative review failing to explain why the submission was bad and/or how the author could improve it, then flag it. However, short, crappy, positive reviews such as 'I liked it' are no longer considered abusive.
Reading the review guidelines will give you a good idea of what's considered abusive and what's not.
Stay on the topic of the submission and do not make personal remarks or insults towards the author. This is a big offense. Telling artists "You suck!", "You should go kill yourself!", "You are gay!", etc. will get you banned and you may lose your account. Without our contributors Newgrounds wouldn't be what it is, so we take seriously any insults directed at them by reviewers.
I don't get this part. What happens if the review says "ur FLASH sux/is gay" even with constructive criticism...?

Saying that the Flash sucks isn't saying that the author sucks. If a review says that a Flash sucks and explains why and/or offers advice on how the author could have improved the Flash, then it wouldn't be abusive. You're allowed to say that you dislike the Flash in a review, as long as you explain why.

Sawke, is mentioning the name Foamy in a flash review grounds for whistle-blowing? Because I know I've sometimes mentioned The Simpsons, Bitey, and other flashes and RL cartoons.
I never link to other websites, or anything, which is what I thought the rule was for. I only mention these other cartoons as a basis for comparison. If it's against the rule to do that, I'll try to avoid it in the future. (Also, I'll rack up gold flagging my own reviews.)
I just want to make sure my reviewing practices are okay.

Be careful with what you flag make sure it is abusive before you flag it otherwise you will continue to lose whistle points now here are some abusive review for you to flag
