I disagree, because character voices 'mature' over time and experience, therefore making the fact that 'veteran' voice actors have deserved their fame for the number of roles they have done, especially more 'delicate' roles which require more attention to detail.
The fame of voice actors like Takehito Koyasu, Hikaru Midorikawa, Nobuyuki Hiyama, Megumi Hayashibara, Koji Ishi, Akira Ishida, Aiko Otsuka and Tomokazu Seki are not just for show.
And when somebody hires a voice actor based on the fact that s/he is famous, it could be worse.
But surely, they became famous for good reasons, especially with the standards in Japan you know.

Or simply roles that cannot be done by another person. I cannot imagine Shishioh Guy (20s) or Domon Kasshu (20s) being portrayed by anyone else.

I doubt that Japan would hire horrible voice actors unless they are trying to portray it intentionally for one reason or another.
I mean voice acting isn't my prime factor in deciding weather or not to watch an anime, but when they have really annoying voice actors, as you all know some anime's do, it can turn you off from watching the show!
Unless they are implying an annoying character like Keita Aono (First half) from Betterman (Which Kappei Yamaguchi (who did roles like L and Ranma Saotome) did a good job with, by the way) anyway.
Voice actors are important, and can may well be a critical factor which can make or break a series, but it would be foolish to assume that nothing else matters as all factors that make up an animated series are equally important.
