Well, this link may work for you.
In short, South Korea rating board demands that all games, be they commercial or freeware, are rated (as in age rating; 3+, 12+, etc.). This comes with a hefty fee: if you're making a small (<10MB) educational game localised to Korea, you have to pay about $17.50. Make an RPG just above 10MB, with plans to make it localised to somewhere outside of Korea, and it'll cost you about $78.50, even if it's free to download.
This has already happened to things like RPG-Maker games, with several people on a community website unable/unwilling to pay the fee, so moderators were forced to remove their games. They're also chasing up Android and Steam about it, apparently demanding money for each individual game, and they're blocking foreign websites refusing to pay the fee.
This may eventually come to us Flash developers, or the websites which host our games. Perhaps animators won't get attacked, though I wouldn't say they are in the clear either.
