I actually like the idea that people can only join on certain pages.
From now on, everyone has to wait to a 100th page to join. And if they can't get their post in on that 100th page, they have to wait for the next one.

But yes, you don't meet the requirements. To be a member, you must be of Elite Guard rank (1500+ B/P). However, as you are a Security Guard, you can apply at the NGPD and see if they'll let you join. It's a good place to hang out while you work your way up the B/P ranks.
