I'm not 100% sure on this, but to my knowledge Gacha Life's still allowed on the portal.
Its ban from the Art Portal is due to a blanket ban on "Any software where you arrange pre-made assets", but the Movie Guidelines generally allow "Tools such as GMod or 3D Movie Maker along with third party assets*" - a category which Gacha Life firmly falls under.
*barring GoAnimate, which "is not accepted a majority of the time" due to being basically a shovelware factory
