I actually checked the reviews on that one - I found three from December 2000, and one from March 2001 and one from May 2003 - every other review was negative.
By my guess, its score was likely a lot higher before the anonymous vote data got thrown out with [2018's voting overhaul](https://www.newgrounds.com/bbs/topic/1435215).
