I don't know if this is the case of it being considered stolen, as the Newgrounds account references the same name of the YouTube account within their description. They don't link back to each other, but that channel also has a similar description as well.
This would probably just be a repost from the same person, so it's more of an improper flag I feel than anything. But I've been told that gameplay footage can fall under being stolen as well... so just write your reports accordingly.
