As much as others has said, they didn't change the whistle rank requirements. But I doubt you can just get the whistle within a week. Unless there are screenshots of Osaka's whistle ranks from various time frames, which I doubt that is the case since it's just too specific, there's little way of proving whether or not this is possible. Sure, you can try to make another account to prove it, but how many people are going to agree reporting loads of submissions for said experiment? No, saying you "saw it" isn't enough because it is not a fact that can proven by others over and over.

I also got whistle upgrades in a similar timeframe - I hit Bronze in July, Silver in August, and Gold in September, and only after I started heavily getting involved in this thread and the Audio Portal Cleanup thread.

Given that, I think Osaka's bullshitting us on how quickly he hit Deity.
