Yes because for one, it's being recorded by a camera, not by actively taking screenshots of these images and creating an actual animation. So technically it's live action footage, and even if it that's not a valid violation, it should be noted that this video uses music from a Spanish Disney Junior live show, which can viewed here and here.

Try not to engage with this user. It's the same person who pops in every few months to report decades old submissions for rulebreaking. Almost always the reports are about being improperly rated.
