I have seen probably 1000 submissions where someone is uploading stolen content and it gets tracked here
I have seen only 1 user not taken down entirely... some of their other uploads were taken down though for stolen content violations

EDIT: Never mind, it was stolen, but do note: Even if it wasn't stolen, I don't really think he's an animator. He makes rap battle videos and probably hires someone else to make the animated bits for him.

People take audio from YouTube videos and creators all the time, It's usually music we take down, as record labels are typically very protective about this shit, so this case it might be fine.
