I don't think that information has been publicly confirmed. The whistle system has had a few overhauls since it was introduced. It used to be that there was a single person with a deity rank, and around two with gold, where the number of whistle points required to rank up/down would scale with the deity holder. The exact numbers were never shown publicly, though, and it's really difficult to track successful flags.
That system was depreciated for a static ranking system, where the number of flags required are still not publicly available.

Nope. It takes many flags to change ranks, and as I understand it, the higher rank you get, the more are required to get to the next rank. If it's 10 to get to Bronze, it's not another 10 to get to Silver, Gold, etc. It's more likely 20 more to get to Silver and 30 more for Gold, or whatever the actual numbers are. Numbers are not available or public, so anyone that says ### to get to [Rank] is guessing.

I checked the submission and it does violate the Movie Guidelines since if it's mainly a CapCut edit with no actual animation, then it could be just categorized as a slideshow animation, since the "movement" is just mainly transition effects. Though you could report it as a stolen upload from a YouTube video because the uploader doesn't share the same name as the one who made it. The watermark is very faint, but what I can make it out of is "YT: @berserk_" and that isn't the same name as the one who uploaded the video in here. If they were the same, then how come the account doesn't link back to them?

How it works is that to gain, or lose, whistle points, you have to flag the right submissions. Gain more by reporting submissions correctly, and do it wrong and lose points. There is no other way to influence how much or less you can get and you can't know how many you have, which by the way, is the factor in which whistles you have, unless you start getting better whistles once you notice them on your profile. There's no point in getting worse whistles since the better ones you get allows your reports to be more prominent to mods. Don't worry about being the one who's reporting it first, since the system will just automatically give points to everyone who flags it right. The easiest way to get the better ones is simply grinding your ass on it by reporting the more obvious submissions that infringe the guidelines. In case if you're stuck, refer to mainly the Game and Movies Guidelines since Art and Audio submissions aren't allowed here, and while you CAN report reviews, you're arguably the minority to do post a submission and then say "LOOK, this guy's making a spam/abusive review, flag it." I guess you could get your whistle rank up much faster, IF there is no cooldown, or limit for it. That's why I'm worried. I don't know if there is a cooldown / limit, but I really hope there is not.

There is no limit, there is no cooldown. It's simple, so stop trying to make it difficult, peeps. Flag correctly and you gain points, or flag incorrectly and you lose points. And yes, it takes a lot of time and flags to gain rank.
You seem to be extremely fixated on whistle points. Just keep flagging correctly and you'll rank up; try not to worry this much about collecting stats.
