Context should be considered. Are we tracing to create a parody, or tracing the episode completely including with its original audio?
the context is that this is a static art piece. thats why i'm asking since i almost never see art pieces in this thread: let's say someone just uploads this
looks completely identical to the original. but there's no way of knowing whether its ripped off or a very painstakingly traced piece. how would you treat a submission like this

To be honest I'll agree here. Despite the fact there's a rule against it, there's this instinct to 0-vote anything that gets posted here that could be rule-breaking but that we aren't sure about.

Things don't just drop off the radar because they are more than 2 days old ya know :P
