I would suggest that the rule should come into effect a few minutes after the game gets uploaded as it's not unreasonable for the posting party to go ahead and attempt to try to run the game that they put effort and pride into making themselves and seeing that it does not work they have a drive/desire to pull it down and attempt to fix the issue and then re-upload it
if that happens then the flag nulls out, and it doesn't go into the Obituaries

I understand the desire to assist users/people in the creation method, the testing phase and that we can't be hasty in the desire to just blam or take an item down.
we deal with hundreds of games per month, and with respect to the Ruffle Testing / Flash Preservation Crew I think that we should flag the items that don't work and it can be assessed for this rule at a later time, if the user is not showing any attempt to repair, fix, change, re-upload, speak about, reply to comments, showing zero engagement then the rule should be enforced and the content removed
The rule focuses on people that are doing a very specific task of trying to get around the auto-redirect to a new site or open pop-ups rule by asking the user to click the link/button which then opens a popup or re-directs, but the rule can also be used to remove content that is inherently broken which does free up server space
flag free, but removal after a day
or maybe the flags can rot in the ticket queue for a while and after a month or something long term the nonfunctioning games can be assessed for the above qualities and if there is still no action then they can be forcefully removed

No I don't see it. It might be useful for "unsuitable submissions", but you shouldn't really be able to see unpublished submissions the same way.
