No I don't see it. It might be useful for "unsuitable submissions", but you shouldn't really be able to see unpublished submissions the same way.

A fan took two chapters of "Arceus's Wish" from The Underground Media Group and submitted them as their own.

It is necessary to put an honest ball for each game or animation, otherwise each animation would have 5 was, and the person thought that he could animate when in fact he could not

Wouldn't the user use their OG account, and not use a brand new one to repost their 3 submissions on their old account.
Users often make a new account if they forget their login or password, rather than trying to reset them.

the EGB forum is not to be used for posting old content, there are hundreds of items in Newgrounds past that do violate the rules, but they should only receive a flag and NOT be posted about, discussions are ok for educational purposes so that the more experienced users can assist you in how to correctly flag items, but beyond that posting old content will irritate a number of people.
the EGB focuses on the under judgment section OR items that are dated to roughly a few days past as a general guideline
the site operates on a lot of rules, flagging items from waaaay in the past using current rules may very likely will result in a failed flag for you... a good example is the speed paints that we take down currently, we allow other speed paints to exist from a few years ago as they operate under a different set of rules from when they were uploaded
