You're not currently eligible for full membership, however we are happy to have you around the Barracks regardless (and please watch out for the slippery floor, that's @Pingu's fault). You will need to advance to the rank of "Private" in order to join the ranks. We do have a ROTC program which allows for users who have achieved the "Portal Security" rank to be preliminarily added to the ranks, on the basis that they adhere to the EGB code.
So, keep up with your Blam and Protect points and you'll be among our ranks in no time.
