The exact name for this is Shantae in Risky Wishing, and its a NSFW flash game. It was on DeviantArt, but got deleted.

Have you ever played Sonic CD? Or at least heard it's OST? Because video game OSTs tend to be not copyrighted, especially ones from SEGA, and that arguably doesn't count. The music itself is Stardust Speedway Zone (Bad Future.). The sounds are just straight up from the games.
