I'm assuming just a general misconception of what the portal is for. I don't think the majority are doing it because they want to be rebels breaking the rules, I just don't think they ever actually read the rules and don't know any better.

I'm sure this is it. You can upload anything you want to youtube and it will stay up (with obvious restrictions). People just assume that's the default behavior for any website nowadays.
