I'm sure this is it. You can upload anything you want to youtube and it will stay up (with obvious restrictions). People just assume that's the default behavior for any website nowadays.

the guy has probably uploaded like 20 of these same videos (no joke) and we keep voting on them, but if the video hangs around in the under judgment section too long the person takes it down and re-up's a new epic kiss video
he will only allow videos that will pass to actually exist, but we see this guy like every 2-3 days trying to get another epic kiss video through
