id give this one a pass... if you dig a little more about this video you can actually find him on the exact same icon image and everything and it was uploaded on the same day ISH... and on the youtube video, he does in fact give reference to the original and so forth... ALTHOUGH the links are broken... he's still referencing them from the YouTubes side

This is a great question!
Many of us aren't the literal arbiters of what counts as 'original' work, so it's hard to say for sure. If you care to know, my opinion is anything that a person actually draws themselves counts as "animation," and will thus be allowed in the portal. I've been watching these kinds of animations for a little over 20 years now so it's become somewhat of a 6th sense to see what people create and what is copied, and that's all I can really say to help along those lines - it comes with experience.
If you're super concerned about your whistle status, it's safer to stick with the really blatant rule violations: people literally submitting others' work (often with a watermark from the original author!); hardcore IRL porn; blatant spam, etc. If you want to branch out a bit, it's pretty rewarding to do some detective work and find some more subtle forms of submitting stolen work. In many cases, we also consider traced work to be stolen, but not always (rotoscoped animation is almost always accepted from what I have seen).
