Yes, you are correct. Gacha isn't allowed in the Art Portal either.
The submissions mentioned above may count as slideshows, but in general, if someone has a lot of images that make it like a "real" animation, then Gacha can be ok for the Movie Portal.

I second this. I'd look into the user if possible, I saw another game posted either yesterday or the day before by a different account with the same Bio about being 13 and linking Roblox info. Both accounts were created the day the stolen content was uploaded. If that game hasn't been Blammed yet I will try to find it and link it here.
Edit: They were not under judgment still. I'm not 100% positive but I think the same user was behind the games posted by TheGameFan2020 about 15 hours ago here were the ones I was thinking of. I can no longer see the games in their comment since they were removed, but it matches up time wise with when I saw them.
