If you'll check, all of the reviews are from new accounts which only reviewed that one submission, and, quite frankly, none of them seem natural.
Suspect this person may have many alt accounts and is using them to boost/bump up their submission score.
Is this how some of the bad submissions are getting through the portal? Armies of sockpuppet accounts?

You keep saying that but sometimes I would check in on flagged art and comments and notice they still wouldn't be gone after a long time, and I believe one of you guys said that the more reports from higher rank whistles, the more likely it is for the report to be seen and not be outright ignored? You keep saying that but sometimes I would check in on flagged art and comments and notice they still wouldn't be gone after a long time, and I believe one of you guys said that the more reports from higher rank whistles, the more likely it is for the report to be seen and not be outright ignored? I think that's why people post things like that here.
This is most likely due to moderators just doing real life things and not getting to the submission yet. I know I've gone 3-4 days without even thinking about signing on to any website let alone newgrounds.
When I do get to reviews I just do all of them. Whether they have one flag by a normal whistle or 40,000 flags from deity whistles wouldn't really matter, it would just reorder their "urgency" on the list.
That I ignore anyway because I work through all of the flagged reviews when I do them.

Patience. Maybe we're busy, or maybe we're researching things, or maybe discussing it in the mod forums. Or, maybe you're wrong, and the item is left unchanged.

No flags are ignored. Even Garbage whistle flags are visible.
Reviews and art are ones that generally have less volume and get cleared out sooner. Games, Movies, and Audio have higher volume and more research is necessary, thus sometimes taking longer. Thus, Art and Reviews don't need to be pointed out. Technically, the only things that need pointing out are things that need quick removal like real porn, gore, and malicious movie and game posts. The rest are not urgent. It doesn't matter if a stolen movie passes Judgement for an hour before we get to it, y'know?

How would this be rated? Even though the girl's face doesn't leave a lot to the imagination, I'd like some clarification as to what to do with flagging this, or leaving it alone. My heart says to flag it for Adult content because the censoring isn't good enough.

You could've flagged it. It contains Mature content. Censoring means little to nothing, most times. You should've flagged the 2 without the cans. They should've been A rated. :)

It's basically a sponsor. If you notice, their name comes up on the games that they submit. If being a sponsor isn't allowed, then a huge chunk of Newgrounds would have to go, as hundreds and hundreds of submissions are posted by the sponsor accounts. I could go on and on showing you lots of accounts with big hits that you would be deleting. What happened was that they submitted one game that was already uploaded. Pretty much like PastelGames uploading something Mateusz-Skutnik already had.

Pretty much. It has been removed for being a duplicate, tho. I've messaged them and notified them that they can co-author if a game has already been submitted.
