That rule only applies to the art portal, not the game/movie portal. However, it might go under the "Do not submit pictures in a slide show format." rule, but that rule is not enforced that much, because of the spam culture of Newgrounds. I'd let it be, but also v0ted appr0priately.

True. You can make movies with just about anything and you still made them yourself. But if you pose some asset on some program you downloaded somewhere, you made nothing yourself, you just moved it around.

The rules are not always black/white. They're designed to remove that which hurts or doesn't benefit the site, without removing everything. Slideshows with no effort- gone. However, something that a new artist put effort into, but still is a story told by a bunch of non-animated drawings and images might remain, because it's still a story told by his or her drawings.
