So the label for that doesn’t actively enforce the copyright for it. They have DMCA’d media now and again if someone is clearly trying to make a buck on an unchanged upload of the song, but in general Japanese media companie are more lax for copyright enforcement as the interpretation of “fair use” is more broad than in the US.
One reason for lower enforcement is that it “grows the brand” through fan art/ media reference/ memes (which Cruel Angels Thesis has hit meme status) as it helps continue merchandise sales for completed series like NGE.
The label (Starchild) doesn’t appear to seek lawsuit normally, just a polite ask for removal or failing that a DMCA to pull media which is just a content rip (full episodes, full track uploads with no added content). The song has also been sampled and covered a bunch of times, which is something to consider.
(Not saying let it slide, not my call, just a perspective on enforcement if anyone is interested)
