You are, however, deluding yourself if you think this submission is any worse than the average speedpainting on Newgrounds. Speedpaintings are allowed and this submission doesn't break any rules, so it will stay up. The EGB is not for witchhunting, if you endevour to get rid of the user (something I support, taking the lying about breaking the rules nature of StaticSkull in mind), then aim your message towards the adminstration, as no portal mod can help you with that case.
Personally, I think that any of his submissions (art, movies, games, etc.) should be taken off based on the fact that he is avoiding the locking of his account by creating multiple others but that's not up to me to decide.

Not witch hunting, was unaware speed dev videos were allowed. Speedpainting I'm aware is always allowed, guess I shall keep it in mind for speed dev videos as well now.
What I see in the video is him painting a character of the low quality game up to 4:32, the rest is programming and moving flash boxes around (the only part worth debating about if it breaks the rules). Speed dev would be someone exclusively recording himself coding a game. You could make a fair case that the majority of the video is not a speed painting and worth deleting but I am not hedging my bets of it staying unpublished, with how generous the rules have been interpreted for SkullKid in the past (up to allowing him more accounts and letting him still submit content).

HellboundGoth/StaticSkull is a douche for the way he's manipulated and violated the rules.
Regardless of that, I voted to blam that submission based on its quality, but now that it's passed judgement I don't think it warrants Mod intervention.
I give most speedpaints a flat zero and don't know who's coming to NG for that type of content. Fair enough when the finished drawing is really impressive (though imo it's more suited to the art portal with maybe a youtube link to the process), but when the artwork isn't even good I just don't understand what people are seeing to think it deserves 2/5 or above.
I don't know how clicker games ever pass judgement either though and they almost always do, so clearly my tastes and those of most portal voters are totally disparate.
Anyway, in other news I just ranked up from Master Sergeant to Sgt. First Class and now I'm also packing a shiny deity whistle! The latter is mainly thanks to all the stolen content over on the audio portal (and to the audio mods for being so quick to remove it).
I'm looking forward to the next roster update since I've been really active on the portal this past week or two.

Agreed. Speedpaints are artwork over time, and should be uploaded to the art portal for proper reviews.

The art, yes, the videos, no. Speedpaint videos has been discussed and deemed to be ok. Some are great and it's interesting to see awesome pieces go together sometimes. The NG user may or may not be responsible for adding sound to the loops, but even so that means most of the upload is still not his.

I found in the Obituaries that it got blammed once, but I did not see the submission then, so I don't know if the author made improvements to the upload or not. Considering that it got blammed yesterday, though, I doubt it.

It's the same one I removed yesterday. They didn't make any improvements to it. I'm removing it and messaging the author. I'm pretty sure they think it got taken down because of copyrighted music. They keep changing the music with every upload, but not making any actual improvements to the movie.
