You're always welcome to post in this thread regardless of whether you're a member or not. Just stick to the standard posting criteria. Eg: If it's stolen provide a link to where it's stolen from and well, shovelware as long as it's actual shovelware (repeat Escape game submissions, Match 2 & Match 3 games, etc) plus template games, games using copyrighted Nintendo characters (not Movies though), blammed submissions that are re-posted without alterations and/or rude/offence movies/games basically. I suppose finally there's the guys that make it easy for us and post in their Authors comments, stuff like, 'I did not make this/I do not own this'. Fairly common sense stuff really. As for the Silver Whistle status, since it's a lot harder to get Whistle points nowadays, it's somewhat a grey area that I personally think could be overlooked. As long as all the other requirements are met, I'm sure you'd be considered for EGB selection. I feel that you'd be a good candidate. You'd get my vote for sure.

It's a fairly new account, signed up 15/11/15 and it's basically all shovelware escape games. It seems they've had a few games sneak through the judgement process though. This one is currently under judgement.

Well, yes, there is a process, and as GameJunkie eluded to before, we always welcome those who aren't officially members when they are as helpful as people like you.
Years ago, Newgrounds has many clubs, including the Newgrounds Police Department , where a user could join up as part of a coherent group that had a general plan or mission. The NGPD was basically the training grounds for the Elite Guard Barracks; you could start in the NGPD with minimal qualifications and work your way up until "Private", and if you had a good history of posts, reviews and a decent whistle, you could be accepted into the EGB.
The EGB was formed by EagleRock as a club for those who took protecting the portal seriously; there is even a manifesto that explicitly explains all about us. Members had to be dedicated to doing the right thing, and there's a complete FAQ that explains those details.
Becoming a member means making a commitment to being one of the "good guys", and to help lead by example for others to see.
Now, over time, there have been some negative changes at Newgrounds that made our jobs a bit more difficult. The first was the removal of the whistle on submissions - with only being able to whistle reviews, we could only report rule-breaking flashes, and not act on them as they should be. Sadly, a few years ago the NGPD fell apart and disbanded, and at the same time, the number of active members in the EGB slid as well. Why? Simple - all those folks who had time to be online grew up, got real jobs, maybe got married - and pretty much outgrew Newgrounds. And as for attracting the "next generation" of flash artists and users - it is apparent that social media and myriads of phone apps are winning over the need or desire to find a niche to call home and hang out with other developers.
But despite this drop, Newgrounds still exists and it still needs protecting. The EGB is the last bastion of any organized protection, and we will remain true to our ideals until such time that we are no longer needed (ie: Newgrounds shuts down). Our numbers are smaller, but the bar remains high - to be a member, you really have to be one of the good guys, and commit to stay that way.
As for the "silver whistle" requirement - it is not as stringent as before; if a candidate has a bronze whistle, but has an excellent track record of helpful reviews, good forum posts, and has made an attempt to blam bad flashes, then they could be accepted (assuming no other members would object and there were no other serious transgressions recently). As EagleRock stated in his manifesto, some EGB members used to be part of other crews that weren't as kind to the portal as they should be; but we don't judge by groups - we take each individual on their own merits.
We are always looking for members who will make the commitment to always fight the good fight, and always be one of the "good guys". That doesn't mean we don't have fun here - believe me, this forum has gone off-topic a few times (and I am guilty of a lot of that!). It just means that we take our job seriously.
I have reviewed your account, and GameJunkie is correct - you are more than qualified to request to join. If you wish to join, I will send you the official "new member" info, and if you agree to abide by that, we will begin the review and voting process. I personally think you'll fit right in, but the process is for all members, and not a unilateral decision.

Sure I'd be up for joining. I've considered it for awhile. Even back when I was starting out in the NGPD and ungodly amount of time ago.

You currently have 28 blams and 50 saves. So you need 22 B/P points more to Rank Up. Then you just need to keep voting on Movies/Games that are Under Judgement (purple text) in The Portal. It's best if you use the Classic Portal then you don't have to bounce between the Movies U/J and the Games U/J sections. The more (purple text) submissions that you vote on, the quicker your Rank goes up. And remember a fair vote is a good vote. Voting 5 on everything helps no-one and voting 0 on everything helps no-one.

Anyways I've been judging a lot of the under judgement submissions and associating them with critically written reviews.
However, Does reviewing give you any form of point? Besides giving the Author some form of acknowledgement or help? Eitherway I'll still be obligated to leave a constructive review whenever I vote for something.

No, you only get B/P points for voting correctly on U/J submissions. Reviews get you no extra points but as you say they can be helpful to the Author.

Hello, Candidates.
I am Supreme Commander byteslinger, and among my duties here at the Guard is processing new recruits. You have requested permission to join the Elite Guard, and your requests are now being considered. However, there are a few things you'll need to read and understand before you continue, but don't worry - I'll be guiding you through the recruitment process. Here's how it works
First, I will present you with the shortened code of conduct for the Barracks, along with links to the relevant FAQ's on our forums. You must read them, understand them, and post here again confirming that you accept those principles. A simple "yes, I agree" will be sufficient. This process serves two purposes:
1) Ensuring that you're not a "drive-by applicant" who asks to join and then never comes back, and
2) Ensuring that you know how we operate so there won't be any complications in the future, such as "wait, we're not supposed to be mass voting?".
After you agree to the code of conduct, the Barracks community will discuss your qualifications and decide whether to allow you into the group. Our requirements aren't too strict; beyond the main qualifications of 2500+ B/P and a Silver Whistle (some exceptions may apply), we'll be looking for sufficient post quality (low number of one-liners, intelligent posts that contribute to the topic), helpful reviews, any potentially problematic flashes, stuff like that. After discussion and a vote, we'll make the final call and PM you with the results. Assuming that no objections are raised, the process usually takes a few days or so, depending on how quickly we can get a quorum count for an answer.
Here is our abbreviated Code of Conduct. Read it, learn it, and post again with confirmation of your understanding. If you can't abide by these principles, say so.

1. Voting fairly.
This is the foundation of the Elite Guard Barracks. All members are expected to give every flash a fair vote, regardless of who made it or what their group affiliations are. We do not target any flash group, not favorably or in opposition; our only enemies are those who break the rules of the site, not those who merely bend them.
Everyone has a different definition of quality, and all members are expected to vote based on what they honestly feel a flash deserves, not on whether they think the flash will pass or be blammed. While Barracks members are proud of their high ranks, and are eager to compete with others, a high B/P score means nothing if achieved through petty point-whore voting, and any member who admits to doing so will be removed from the organization.
2. Stopping Portal abuse.
Numerous stolen, malicious, and unsuitable flash are submitted to the Flash Portal every day, and it is our job to ensure that as many of them are removed as possible. Members are expected to report any suspicious flash to the Barracks, including any evidence or doubts that they might have; the moderators who monitor our forum will act on them accordingly.
3. Cleaning up the review system.
Members are expected to be familiar with the review guidelines and whistle abusive reviews when they come across them, and report severe cases of abuse to a review mod. Additionally, members are expected to write helpful reviews, offering constructive criticism and remaining civil even when the author refuses to do so. We must set a good example for other Newgrounders, in hopes that they will improve their own reviews as well.
4. Setting an example for others to follow.
Barracks members are expected to post intelligently, contributing to threads rather than merely dropping a one-liner opinion on it. Flaming, spamming, and other ban-worthy behavior is strictly prohibited, and extreme misbehavior will lead to removal from the EGB.
Members are also expected to act civilly towards all Newgrounders. You are expected to be helpful and patient when dealing with newer members, whether simply showing them the FAQ or explaining more complex concepts that they do not understand. Concepts such as fair voting, intelligent posting/reviewing, and keeping an open mind are essential for newer members to learn, and we are just the ones to teach them.
For those with more experience, you are expected to show respect and understand that they may, in fact, know more about Newgrounds than you do, even if you're a seasoned veteran. This applies both to fellow Barracks members and Newgrounders in the general population.
Members are expected to put reasonable effort into any flash or audio submissions, and be careful with who they become Portal Buddies with. We are quite generous with our definition of reasonable effort; examples of unacceptable submissions would be static images, single frames, ridiculously small loops, or purposefully bad music. Anyone submitting rulebreaking content would, obviously, be removed from the Barracks and reported to Wade.
5. Not starting shit.
As mentioned above, the Barracks has no enemies beyond those who break the rules of the site. Our roster has included current and former members of various flash groups, including the Clock Crew, Barney Bunch, and Kitty Krew, and we are open to anyone willing to follow our principles. Barracks members are expected to be civil to others and not start fights, and anyone found to be starting shit with anyone, even if they deserve it, will be removed. You are representing the Barracks with your actions, and if your actions do not reflect our principles, you will not be a part of the organization.
6. Remaining active with the group.
Barracks members are expected to remain reasonably active in the thread, as well as with their duties. Those who are inactive for long periods (months) may be removed from the roster at any time, and rollcalls are occasionally sent out to all members to determine who is active. Members who expect to be inactive for some time due to IRL reasons (such as school, employment, vacation, etc) should inform me in advance, if possible.
