It isn't an animation portal. It's the Movies section of the Newgrounds Flash Portal-- which, by now has evolved past just animated Flash animation.
Movies with CGI or Live-Action sketches are allowed, albeit for some reason discriminated upon by the users. Perhaps because they've gotten used to animation or because most of the live action video sent here isn't really all that good or worthy.

It takes nearly a year to get 1,000 blams these days. I wonder if there's anybody who joined post-2010 who has more, or even close, to the amount of blams you do.

Isn't this the definition of "shovelware"? Once you start the game, you can click the 'skip' in the lower corner to skip the game and go straight to the links to their site.

I was gone for a long time. I'm trying to get my scores up now. It seems like the blams are few and far between. I guess if a game sucks enough to be blamed, it would make sense to have a mod remove it after it passes, if it does. That way, we have a shot at blaming it. At this rate, I'll be in my 50's by the time I get to Exedor's level. Fuck.

This is very true. It's been this way for some time now.

Unfortunately it doesn't work that way. If it passes judgement the savewhores get their save point even if the Mods delete it afterwards. No Blams are attained from deleted flashes.
At this rate, I'll be in my 50's by the time I get to Exedor's level. Fuck.
Exedors level is Meh! He'll be 50 by the time he catches me and by then I'll probably be about 60.
He claims it was from a tutorial, but I think this is a stencyl template.

That's not very fair, is it? My save ratio lately has been about 10 to 1, even though I haven't been the least bit lenient in terms of voting. Is this because mod-deleted flashes aren't saved in the obituaries?

Goanimate is fine. It's considered a form of cheating, since the program does most of the work, and also, they generally suck, but as far as rule-breaking or reportable, they are fine. Vote however you think appropriate, tho.
I'm not sure if this flash would be counted has offensive since its shows a clip of some Islamic people with guns. The video claims to be a tribute to the shooting of that French publishing company some time ago.

It's a quick 2 second clip out of a minute and a half animation, so it's fine in my opinion. Now, if it was one of those beheading videos (and yes, people have tried to post those), then I'd swat it. But as it is, most of it is animated decently, and people will sometimes use a clip of real footage in their submissions, with no problem. It get more annoying the longer the clip is; so, the smaller the better. This submissions was actually somewhat entertaining, so I'm ok with it. :)
