Stolen flash.

The author even says that it is what he did during a tutorial, and he clearly just lifted the source FLA and changed the language. Nothing else at all.
Also, is this a good time to ask whether I can join or not? I've been focusing on improving my posts now, seeing as that the forums, mainly General are boring nowadays and I've lost the motivation to get to 10000 posts, so eh, better just increase quality. I'm not a drive-by applicant, since I instantly go to this link whenever I see a suspicious flash in case anyone else has reported it for confirmation; I've read the Barracks Manifesto and FAQ as well.
But I have a question, and this may not be as confusing to you as it is to me, but I find it strange:
There's one line in bold: We stand for giving every flash a fair vote, no matter what and there's this other line just a few lines below:
We do not tell anyone how to vote, no matter what
Isn't that self-contradictory? Because the first line tells me that you should vote fairly if you want to be, or stay in the Barracks but then just a few lines below it states that we're not being forced to.
