IRC stands for Internet Relay Chat, and can be accessed from a mIRC client such as this (you can download it from there, there you will also find more information about how to install it). From there, you connect to a server, and then to a specific channel (all the information about how to do this should be on that website).

Are you talking about the intro to the EGB fan mail flash movies? Those have been around for as long as I remember, the only animation is after the into, kind of like the KK's flash.

Also, I kind of like this flash, but the rating is inappropriate for what it is, and goes under the category, spam/abuse.
