What are you talking about? It's actually the highest quality available for PC (without getting an oversized image). GIF and JPG just screw the picture's quality to get a smaller filesize. That really depends on the program you are using. I've found that making something in .gif or .jpg can be almost the exact same quality as .bmp files. Although, they are almost 10 times smaller in filesize.
I'd never recommend saving something as a .jpg or.gif in MS Paint. Paint truly sucks every graphical detail out of your pic when you save as those formats there.
I'd go with photoshop, paintshop, or fireworks to get excellent quality jpgs and gifs.
