You level up when you reach the required amount of experience pointa for the next level. You can check this by looking in your profile.
To get experience points just vote on 5 movies in a day and then rate them using the 5 pictures of pico on the left of your screen that list the numbers from 0 to 5 (inclusive). After voting on your 5th movie, a big yellow link saying 'Click here to deposit your experience points will appear' - click it and your points are deposited.
Reviewing does not really benefit you in any way, but it can aid the author on how they can improve their movies, if the reviews are constructive. You review count is also in your profile. If you don't know how to look at your profile just click on the big gold link near the top of the page that says 'Sign in', then click 'view my profile'.

well, assuming Drimarki doesn't make it to Praporshchik anytime soon (and seeing as how I've gotten 2000 points in the time he's gotten 400 (I save the blam/save list now and then)), I've got a chance of beating him there, or at least getting to it while he's in it (almost definitely that will happen at the very least).
