You know how Humantarget raises the amount of exp needed for each level (after 9)? He also changes the amount of VP everyone has.

Basically it is like this.

After you reach level 9, you enter a sliding scale of experience points. The "next level" amount goes up each day the level 30 user(s) deposits.

This also applies to your baseVP (your Voting Power before the blam/protect percentage is added). Basically, what heppened with you is that your baseVP was 5.26 yesterday. After HumanTarget deposited, your baseVP went down (because you were farther away from his total Experience Points), then when you deposited, your baseVP went back up because you were closer to his total Experience points.

The formula from NGling's VP thread (thanks SK) is:

baseVP = 5 * (("YourExp" - 400) / ("Level 30's Exp" - 400) + 1)

Yesterday, before HT deposited:
Josh had a baseVP of 5 * ((1300 - 400) / (17776 - 400) + 1) = 5.2589
They round 5.2589 up to 5.26 (this is the number you see after you vote)
Then you multiply the 5.2589 * 1.14 (EG Private) = 5.9951
They round 5.9951 up to 6.00. <---is your totalVP

Yesterday, after HT deposited:
Josh had a baseVP of 5 * ((1300 - 400) / (17786 - 400) + 1) = 5.2573
They round 5.2573 up to 5.26 (this is the number you see after you vote)
Then you multiply the 5.2573 * 1.14 (EG Private) = 5.9933
They round 5.9933 down to 5.99. <---is your totalVP

*Josh deposits before HT*

Today, before HT deposits:
Josh has a baseVP of 5 * ((1310 - 400) / (17776 - 400) + 1) = 5.2589
They round 5.2602 down to 5.26 (this is the number you see after you vote)
Then you multiply the 5.2602 * 1.14 (EG Private) = 5.9966
They round 5.9966 back up to 6.00. <---is your totalVP

RC posted the data, I'll try and put it in English (ain't that a switch lol):

When you hit level 9, your base VP is 5.00. HT (or whomever is 30) has a base of 10. If you think of your base VP, once you hit level 9, as starting at 0 and working on a 5 point scale, you've got a better idea of what's happening. Your VP and level requirements are a reflection of the percentage of your experience versus that of HT on that 5 point scale.

Presuming you both continue to deposit every day you will never actually get closer in experience points to him, BUT your percentage of his total will continuously increase. The tiny daily gains you make in VP are from that tiny daily increase in your percentage. Every few days, those tiny amounts add up enough to round up and add another .01 to your base.

The closer you get to his total, though, the slower your percentage will increase. It's easier to get to one-quarter of an increasing value than it is to get to half of it, as in the time it takes you to get to the halfway point of when you started, the halfway point has continued to move. This is why you see higher levels taking longer to achieve and slower increases in base VP as you increase your total experience.

Side note: The higher your rank, the greater percentage modifier you have, so the faster you'll see increases in your total VP. It doesn't help your base VP go up any, but it decreases the period between +.01s.
