That's correct. You'll get a whistle point even if the movie breaks the rules and is subsequently removed.

The bonus is that the way youy are supposed to flag them is as "malicious." Anything you flag as malicious also counts as you voting 0, so you get both Blam and Whistle points when it clears.

I leveled up to level 18 on December 31st, so it took just about 5 months to get from level 18 to 19. It'll probably be between 5 and 6 to get to level 20 now.
