They're a bit old, maybe outdated, but there are some good whistle guides floating around the site too if you go searching:
...focus mostly on reviews, though, as that was the one thing you could flag back in the day.
Basically just be careful about what you flag, as something incorrectly flagged detracts more points than something you flag correctly, so even if you make say 9 good flags and 1 bad ones you may feel like you're just not making any progress there.
Flag only content or reviews that are clearly abusive and you should start going up! Whistles take longer and longer to gain the higher you get too, so just stay consistent for the final ones. Good luck!
