You have to flag rule breaking submissions. If you flag correctly, you get 1 point, however, if you flag incorrectly, you will lose more than 1 point. I advise you to read the rules of certain portals to have a general knowledge on what is acceptable, and what is not. The audio portal has the most rule breaking submissions on it, it is the best place to get whistle points.
There are 6 whistles in total:
>Garbage
>Normal
>Bronze
>Silver
>Gold
>Deity
Everyone starts with a normal whistle, one would have to flag a lot of things incorrectly to get a garbage whistle. If one gets the garbage whistle, there are still opportunities to climb the whistle ranks up. The first whistles don't require that many flags, but for Gold, you would have to accumulate 500 whistle points, and for Deity, the final and the highest whistle, you would have to hit 1000 whistle points in total.

Apart from flagging abusive/incorrect/etc submissions you can also get points for flagging abusive reviews, there's some good guides out there if you're uncertain of how to flag that type of content, otherwise submissions do seem a quicker way.

Thanks dude. It is indeed a long and hard journey to get the deity whistle, and I'd like to help people at least with putting some information out there about it, because it is not that clear for many people.
