You are right in saying it rounds to a nice 55%, but it probably would be better to just do the normal 2% upgrade for Elite Guard General, since the 4 ranks before it are also 2000 point increments. Why should this one be any different? Then, there should be a HUGE jump for Supreme Commander since that takes 4500 points and is the LAST rank so there should be some reward to that. But I'm sure the people currently at Elite Guard General might disagree with me.

Probably a bit less than 20, because of all the bonuses you get when making an account (making a profile, signing up for extra emails etc).
