No, it isn't. Single posts should never be counted as an achievement.

Usually the listmakers consider the following things as an achievement (or at least they did when I was still an active listmaker):

Posts: In incement of 1,000 or special numbers like 1,337 or 12345 or 11,111 and so on.
B/P: Increments of 1,000 or special numbers. Also when you gain a new rank (higher than Police Officer)
Reviews: Increments of 100 or special numbers
Level: Anything higher than level 9 (so that means, level 10 and up get congratulated)
Experience: Increments of 1,000 or special numbers

Those are just guidelines and some listmakers may go by other standards. But "First post of the year/decade" or "I could have been level so-and-so" or "I just made 5 decent posts in a row" are certainly not congratsworthy and you should stop posting things like that in this topic.
If you continue to do so don't be surprised if your posts get deleted by a mod. It happened in the past, so you wouldn't be the first one...

Fair enough, you'll know eventually and when it's finally up, everyone who wrote art reviews will get a slight boost in their total points. It's a nice reward for being patient towards a formerly unlisted stat.

Well, back in the days when you still could download music very easily I downloaded a few songs from them, I liked it and the name and decided to take it as a nickname. ^^
But I still have to buy some albums from those artists I downloaded music from to support them. Even though some of those bands don't even exist anymore... having the original album in the shelf is still much more satisfying. ^^

I had the right amount of booze. Alcohol and New Year's Eve are a bad combination if you want to operate some fireworks (I'm lucky I still have both my hands...).

Despite people warning me about it, I haven't even slipped yet. I'm just watching for the patches of frost still on the ground, but grit on the pavements and the sun being out at around 11am has helped the traction :P

Well, to me it is just another day. I'm back in the office on Monday, which is going to be a complete pain in the arse.

I can imagine that. I also hated it when I had to go back to school so early after New Years. But now I still got 2 weeks before exams start so I can relax for another while.

I should run more often, but now that my gf is employed in an hospital I have to run alone and that isn't so much fun... also it snowed yesterday. Hopefully I can start again early next year. ^^

Well, I did the same course this morning and it doesn't feel anywhere near as bad as it felt yesterday, so I'm learning to take it easy, while doing this. Day 1 complete, 364 to go!

I managed to run about 4km today, even though it was icy and I almost fell down on a few occasions. ^^

Despite people warning me about it, I haven't even slipped yet. I'm just watching for the patches of frost still on the ground, but grit on the pavements and the sun being out at around 11am has helped the traction :P

A few patches here and there wouldn't be the problem. The whole street was covered with ice and snow. ^^

Sounds like a pretty good system to me, although I think a point system comes down to the same.

I think you get it. Let me explain in detail:
Let's say for some category I voted for Rob as my top choice, liljim as my second and Stamper as third.

And let's this was the results: Stamper 3, liljim 3, and Rob 1.

Well no one has a majority so Rob is out since he is the lowest and everyone who voted for him moves to their second choice, which for me would be liljim. So the runoff results would be liljim 4, Stamper 3. So liljim wins with a majority of the votes.

I'm not really sure if a point system has the same affect since the minority isn't cut out but this system reduces the amount of chances for ties and/or randomly picking a winner in the advent of a tie.
