But did some of them become active again after you passed them? There may have been some, but right now, there's a bunch of inactive users to pass soon as well as some users around me just needing to miss another deposit or two.

Undoubtedly, there are users who haven't deposited since I've passed them - you'll pass them quite quickly, but when you consider the probablility behind it, you will get some occasional depositors that stretch that gap between me passing them and you following suit. Time heals all wounds.
