I think it might have something to do with it being well drawn, but not really having a story line/action. Like we get to see all of the characters and equipment, but they don't do a heck of a lot.
As a stand-alone piece it lacks anything to really draw the audience into it except for the small group, like yourself, who actually remember those toys. It's great as an intro to a series or something. Make up a story line like something along the lines of GI Joe or maybe something more relevant these days like tracking down small terrorist cells. If you go the latter route, I'd like to see both foreign and domestic cells catching the short end of the stick ;)
I know, I know, you said these toys didn't have a marketing story line like that. Well, now you can give them what they deserve ... bad guys who deserve and ass-kicking and who better to give it to them than ...
