There's easy moving between the states, you could just go to other countries even without a passport, this is pre 9/11 though, security tightened up. There's the single currency aswell, kinda makes the EU one giant country.

Like this: you vote on five different flashes a day, then you'll get 10 experience points. With a certain amount of experience, your level will change. Here's the list with all the levels icons and its requirements. Also, read this part of the FAQ for further explanations.
