I think Haggard was referring to the guidelines that we use for those of us who make lists. We would only ever call 100+ reviews an achievement, but only until a certain point (say 1,000 reviews, for example) then you'd have to make it in jumps of 250.

I have a slight different opinion on that matter, but I feel too weary to put up a fight (read: I really don't know how to express my opinion. I thought for about 10 minutes of how to answer and I didn't find the right words... sad, isn't it? ;) ).

Yeah, I think we shouldn't consider everything a user "was aiming for" as an achievement, or I could spam this topic all day, saying "I reached 950, 951, 952, .... posts!"
