I personally think noobliness (what a word) depends more on your attitude rather than anything else. It's easier to make an impression on impressionable people when you're wearing a golden glove as opposed to, say, a studded wristband, but ultimately, that's just fluff.
Put another way, you can perform the rite of AshkEnte with two dozen wizards chanting ancient verses, lots of drippy candles, complicated chalk diagrams on the floor, thuribles that fill the room with smoke and strange smells and so on, but ultimately, you don't need all of that - you just need two small pieces of wood and a fresh egg. :)
(I'm actually pretty sure there's an actual quote in the books somewhere where Terry says that everyone can do $FOO with $BAR, but it takes style to do it with nothing but $BAZ, but buggered if I can recall what that was or even where it appeared.)
In any case... as far as the level icons are concerned, I think the first one that really sets itself apart from the previous is the 13th. For me, the levels vaguely fall into the following groups: 1-8 (easy to reach), 9-12 (first "real" levels), 13-16 (impressionable people start to take you more serious and see you as "un-noobish"), 17-19 (you're viewed as a seasoned community member), 20-23 (you've been here for a long time and are very respected), 24-26 (you're one of the few people that pretty much everyone looks up to), 27-30 (unreachable).
