Just remember that there was a time when Recon had 14000 blams, too... in fact, there was even a time when he had just signed up for Newgrounds for the first time. Can you imagine ReconRebel with a Level 1 icon? ^_^ I can't really, but it's got to have happened at some time.
In any case... just keep on going, and you'll reach your goals. :) And as long as you don't give up, thinking that you can't reach them anyway (which isn't true), there's no reason to be ashamed because you haven't reached them yet.

Ah, don't worry about it. Just keep flagging abusive reviews/flashes and eventually when those abusive reviews/flashes get deleted due to it being abusive, you should get to a bronze whistle or maybe a silver whistle if you try flagging a lot of abusive flashes/reviews.

You only get whistle points when flagged reviews are actually being deleted, which only happens every now and then (AFAIK) - so as Bahamut said, just keep on flagging stuff, and you'll have a good chance of getting your shiny new whistle at the next update. :)
