As far as I know, you have to be in the top 2,000 voters, so it has nothing to do with EXP rankings, but that is just what I know.
Anyway, AAAAAH!!!! I was voting on something, and I suddenly saw that I have 6.29 VP. it took me 12 days to level up, which is a lot more than I expected, I hope I get to the next level faster.

To be in the top 2000 voters, out of all the users who have been on Newgrounds in the past month, the 2000 people with the highest experience are in the monthly voters.

Also if you submit a flash that's up for the monthly vote you get to vote to.

Top 2000 active users, like I said earlier those with 2800-2900 experience points are on the list and they're not within the top 2000 users experience points wise.

You've got about 2-3 months to go till you're on the list, so it's not really too long.
