MAGIX Music Maker - $59.99 It's a fairly basic music making software (DAW) but it's clean layout is great for beginners and comes with some great sounds, effects and virtuial instruments.

Scratch as in the game editor software? If so, I'm surprised that some would think of it as a workstation for music.
Either way, I don't think there's anything in the TOS that copyrights anything you make. So as long as you don't use any copyrighted samples, anything you make in Scratch should be fine.
That being said, Scratch doesn't have an optimized sound engine, so any music you make on there probably won't sound as good as anything you make on an actual DAW, like Garageband or FL Studio.
