Regardless of the motivation to create, review abuse is still review abuse. If NG has an ethos and a ruleset that says it doesn't tolerate it, then it's worth flagging up and worth acting on. We have whistle points for very good reason.

If it didn't matter on NG, at least on paper, we wouldn't have the whistle system.

So, charitably speaking, nobody's ever saying that you can't create for yourself, because most of us do. But it's also no good if people are constantly trying to swat proverbial flies. Both thought process can and should coexist.
