He is from Fallout: New Vegas, so your instincts were correct. Pointing to Bethesda's also technically correct - whilst the game was made by Obsidian Entertainment, Bethesda published the game and made the Gamebryo engine that it was made in.
(Gamebryo was also responsible for Oblivion BTW)
