When I was a teen pre-teen/teen it was Sephiroth, he was so edgy.
As I got older and more nostalgic it became Bowser. Bowser seems like a good guy playing a villain for fun. He's enjoyable to fight gameplay wise, he can be both menacing and funny.

Bowser and Doctor Neo Cortex were always my favorites. Those two were menaces.

Hands down DJ Octavio. My favorite character in anything ever. I know the game presents him as a one note wacky villain but he’s got a lot of lore and unused concepts that show he’s a really complicated character.
Fun fact: he is the only Splatoon villain who refuses to actually kill the player character. Devs have said it is no accident that you see your character reform unharmed after losing on Octarian turf. Scrapped dialogue for Octavio’s initial boss fight suggests he’s fond of the young agents and likes sparring with them.
Also, he appears to have been live-streaming his stunts and battles in Splatoon 3 because he wants all the attention. What a ham.
Dr. Weil from Mega Man Zero, the dude's just so lovably horrible.

My favorite Video Game Villain is The Negativitron from LittleBigPlanet 2 but i never play lbp 2
Andrew Ryan. He stood on his own as a character and wasn't just there for criticism alone. He was depicted very candidly as a tyrant, but wasn't a strawman caricature either. In spite of all the destruction you see throughout Bioshock, the more you hear from him, the more you get his ideals, motivations, might just feel he was onto something... and then you're ripped right out of that delusion when you find out that he was a total hypocrite and basically backpedaled on all his values the second his power was at stake, yet still the lesser evil when pitted against Frank Fontaine. Really stuck out to me as one of the first villains that felt very fleshed out in his writing that way.
On an unrelated note, this particular image is just really funny to me, idk why. It's supposed to be intimidating and mysterious when you first see it in the game, all great and looming, but seeing it now it looks like he's Robert House about to drop autocrat propaganda on reddit.

I just love/hate this monster’s Folklore-accurate design and its brutal speed to hunt. And just the idea of facing this IRL? Would rather flee the country altogether haha
I really love the joker from the arkham series, His unbearable and insane personality makes a great contrast with Batman and makes the plot more interesting.

Perhaps the Grox from Spore? they are such relentless little fuckers, and their sheer numbers of colonies are beyond something you could take down.
Realistically you can, but it's so tedious and such a huge waste of time gameplay wise.
They also guard the center of the galaxy, where you obtain power to create life with the click of a button.
They also look sick as fuck.

Paper Bowser specifically, no other kind of Bowser. I love his writing and how all his minions act like employees that are just doing their jobs.
Man, I kept thinking about this one and keep coming back tot he first video game bad guy I can ever remember. Good old Bowser!
Nintendo is the shit and somehow can keep me and many other coming back to the same final boss over and over again.
