A more accurate way to put it I guess would be if you’re drawing anything with very smooth/soft/subtle gradation and shading that a pencil on its own would be less effective at depicting.
Also blending stumps/tortillions can be used to get different textures that pencils can’t really do on their own so look into that as well.
