It depends on the tools and techniques you use. I animate using Spine, a 2D skeletal animation tool, where I separate the art into individual pieces and then I assign pieces of the art to slots and generate meshes for them which are then manipulated by a skeletal bone structure that give the parts like the legs, arms, eyes, and hair motion.
Dragonbones is another well known 2D skeletal animation tools if interested in learning more, plus it is free.

I wanted to go for a more watercolor-y look, but ended up pretty flat because I'm still a newbie with coloring. Oh well, better luck next time. I tried GIMP this time instead of krita, maybe krita has better watercolor brushes to it.
