Another user wanted to see newgrounds from 1999, but a ruffle issue was making it impossible to browse. Is this something about CORS that can't be fixed or can it be fixed?
You have a greater chance in life of experiencing the lazarus phenomenon (Being declared dead and then living again a short brief period later) than making some earth shattering masterpiece of a work.

It's probably that the Wayback machine doesn't have the SWF, I don't think it saved SWF files back then.

You're probably right. The swf in question was "atom.swf" which had an archive from 2007, and it works.

Was this "atom.swf" removed years ago? The large orange failure box is rather obnoxious, can it be closed if using the web version?

I have a question, Fulp. If Ruffle reaches a point where almost every flash content of all versions is converted, is there a possibility that the program could tackle adobe shockwave player next?

Shockwave would be an entirely different project and not part of Ruffle, that would mostly come down to whether there are people who want to tackle that.
