Just to clear things up...
I'd originally banned JBeat2k9 on the basis that the YouTube video that contained the vocal samples he used was posted under the Standard YouTube Licence, which would typically mean that the samples are copyrighted and wouldn't have been allowed on Newgrounds. However, the original owner of those samples went ahead and posted a free download to them as a remix pack in the video description, which I accidentally didn't notice. I just assumed the samples were infringing copyright after seeing the Standard YouTube Licence, so I banned JBeat2k9. Some time later, he contacted me brought that remix pack link to my attention after I banned him, so I reverted the ban and republished the track.
So yeah, that was a bit of confusion. My bad! Now that the rule has been changed to allow copyrighted samples, we are a lot more lax about it in any case, as long as you check the correct box under the licensing options before publishing the audio.
